In fact, his failure has only strengthened his desire for control, power, and aggressive attitude.
Instead of a meticulous plan like in the previous game, he chose a simple, straightforward strategy that makes the most of Kyurem's power.
The true boss
Seeking complete domination, he sets in motion this plan.
Reasons for not appearing in public (back story)
1: His face is cracked
His credibility is weakened by what happened two years ago
2: His injury has worsened.
That is why he carries a staff (embedded with equipment to control Kyurem, etc.)
3: He is very wary and suspicious.
He does not trust anyone other than the Dark Trinity, which he treats as a tool.
