He is trying to create a Pokemon league, motivated by the desire to let the world know that there are great Pokemon and great trainers in Alola.

The reason he has these thoughts is because he himself has traveled around the world to train as a Pokémon trainer.
He also believes that you can't understand the true essence of a battle unless you actually fight,
and he has worked as a professional wrestler, wearing a mask.
For this reason, he is in charge of the Battle Royale facility in Alola.
The Battle Royale here is a form of Pokémon battle.
Four Pokémon trainers each bring out one Pokémon,
and compete to see who will remain the last. It is something that is passed down in Alola.
By the way, his ring name is Royal Mask.
He has never faced Maximum Mask (DP).
Even though he doesn't fight in the Battle Royale himself, he wears a mask to attract children's interest. However, some people say that it would be better if Pokémon were made into mascots.
